The big, messy LGR and devolution map
A map of the issues, relationships, tensions, and practical work surrounding local government reorganisation and devolution.
This is the map used in our early LGR and devolution discussions, preserved from the 24 March 2025 export. Its full title is ‘(not a) map of (not the) territory’. It is a working picture to question and add to, rather than a current account of legislation, boundaries, or an implementation plan.

Use it with a live question
- Choose a decision or difficulty in your own reorganisation.
- Find the people, dependencies, and consequences it touches. Add what the map misses.
- Ask whose experience is absent, what could conflict, and what you need to investigate before acting.
The hosted PDF retains the map’s text and layout, with compressed illustrations to make it quicker to download. The original Mural board is also available.
